Honor TMPDIR environment variable

Replace all mktemp(1) invocations that hardcode "/tmp" with `mktemp
--tmpdir` and change templates accordingly.

Note that "--tmpdir" is GNU-ish which is okay given that we currently
support Arch Linux only anyway.
