Allow conditional compilation with GPGME
This makes it possible to omit usage of -lgpgme, just as we can do for -lcurl and -lcrypto. Thanks to Rémy Oudompheng for an initial stab at this. Signed-off-by: Dan McGee <dan@archlinux.org>
