Reorganize code for one-at-a-time resolving
This change reorganizes the internal code so that packages are resolved one at a time instead of all at once from a list. This will allow a future checkin to prompt the user to see if they'd rather remove unresolvable packages from the transaction and continue, or fail the transaction.
